Francklin Guerrier and the driver were attacked by people on a motorcycle, according to Radio-Canada correspondent in Haiti. The driver was killed.
Guerrier, a Quebec retired lawyer, was shot in the collar bone and is recovering in hospital, his brother Eric Piérre told Radio-Canada.
The motive for the attack is unknown.
"My thoughts and prayers are with the Guerrier family as they recover from this tragic incident," International Co-operation Minister Bev Oda said in a statement.
"I am glad to hear M. Guerrier is in stable condition. I offer condolences to the family of his friend. Our government is working with consular officials to ensure the family receives support in this time of need."
